You can loot every crate on the map for days, but if the weather isn't right, you won't find it. The Surge Coil blueprint only drops during the Electromagnetic (EM) Storm map condition.

Because this weather condition only rotates into the game for a limited window each day—typically a 2-hour daily window or once every 5 to 6 hours—you have to treat it like a timed event.

Check the Topside Map: Before you even think about deploying, check your map to confirm an EM Storm is actively happening.
